How it works
JPG uses lossy compression, throwing away detail the eye is less sensitive to in exchange for a smaller file. Converting to PNG does not recover that lost detail — a PNG made from a JPG is not the same quality as an image that was PNG from the start — but it does stop any further loss on subsequent edits and saves, since PNG re-compresses losslessly every time.
The usual reason to convert JPG to PNG is compatibility with a tool that expects a lossless format, or preparing a base image before painting in transparent areas, which JPG cannot represent.
